Organised by 5th Cardiff (St. Martin's) Scouts and involving troops from all parts of the District under the banner of the Cardiff and the Vale Of Glamorgan Scout Council, although the Vale District at the extreme west of the Scout County did not participate until 2002. (See Cowbridge for an independent post from the Vale District). Stamps mostly uncancelled or cancelled by small fleur-de-lis in violet. Occasional other cancellations have been seen and, where possible, are illustrated below - years of use are those specifically seen by the compiler.

The following list of areas served comes from the year 2000 - Barry, Butetown, Canton, Cathays, City Centre, Creigiau, Cyncoed, Danescourt, Dinas Powys, Ely, Fairwater, Grangetown, Heath, Lisvane, Llandaff, Llandaff North, Llandough, Llanedeyrn, Llanishen, Llanrumney, Llantwit Major, Marshfield, Michaelston-super-Ely, Penarth, Pentyrch, Peterston-super-Ely, Radyr, Rhiwbina, Rhoose, Roath, Roath Park, Rumney, Splott, St. Mellons, Sully, Tongwynlais, Wenvoe and Whitchurch.

The Cardiff and the Vale Of Glamorgan Scout County comprises 8 districts - Barry, Caer, Cardiff South East, Celtic, Penarth and District, Terra Nova, Vale and Wenallt, groups from all except one (Vale) took part in the general postal service. From 2002 the stamps were titled "Cardiff & The Vale Scouts" and the service area expanded to include the Vale District previously served by the Cowbridge Post.
