Operated by 1st Downham Market Scouts. Serving Downham market & 20 surrounding villages, including Denver (up to the sluice), West Dereham, Wimbotsham, Crimplesham, Salters Lode, Barroway Drove, Stow Bridge and Ten Mile Bank. Profits to Group funds in 1981, but divided 50-50 between Group funds and Jubilee Sailing Trust in subsequent years. Although the stamps look as if they were printed on coloured paper they were actually printed with black and either yellow or green ink onto white paper.

1st Downham Market is part of the District within the Scout County of Norfolk.

Type 1, 28x48mm, designed by S.Ehlers (Scout) and printed by Panks Ltd, Kings Lynn in sheets of 20 (5 rows of 4) with wide perforated margins, perf 11½. FDCs & souvenir covers (same cover, not first day date) produced on special locally designed envelopes. Spare stamps were also used in subsequent years.
