Initially operated from 1987 by St. Joseph's Venture Scout Unit, joined by the St Joseph's Scout Unit & the Ranger Guides in 1989. The Ventures & Rangers forming a "Joint Unit" known as "Jo Whites". In 1994 "Jo Whites" was officially renamed as "Cellar Dwellers Venture Scout and Ranger Guide Joint Unit". In 1997 they then became the "Darwen District Venture Scout and Ranger Guide Unit. In 2002 the St Joseph's Scout Unit withdrew from the service, the Venture Scouts were transformed into Explorer Scouts & Scout Network & the Ranger Guides kept to the "Cellar Dwellars" name. From 2002 until 2008 the post has been run by the Darwen District Explorer Scouts and the Cellar Dweller Ranger Guides. From 2009 the St Joseph's Scout Group rejoined the Cellar Dweller Ranger Guides.

St Joseph's is a Scout Group in the Darwen District within the Scout County of East Lancashire.

The 1992/1993 frankings are believed to be cancellations rather than overprints, however this has not been unequivocally confirmed by the post organisers (they said that they were unaware of any overprints, but ....).

Darwen Tower has stood sentinel over the "Happy Valley" for well over 100 years as it was completed in 1898 to commemorate Queen Victoria's Diamond Jubilee.

India Mill chimney was the tallest and most expensive in the country when it was completed in 1867, and it's still there.
